In a small bowl, whisk together soy sauce, rice vinegar, brown sugar, sesame oil, Sriracha, cornstarch, garlic, ginger, and lime juice.
Pat shrimp dry and season with salt and pepper.
Heat 1 tablespoon olive oil in a large skillet over high heat.
Add broccoli and most of the scallions, cooking for 2–3 minutes until slightly charred.
Reduce heat to medium-high, add remaining oil and shrimp. Cook for 3–4 minutes until pink and fully cooked.
Pour in the sauce and toss everything together. Cook for about 2 minutes until thickened.
Remove from heat, garnish with reserved scallions, and serve immediately over brown rice.
