Place potatoes in a single layer on a microwave-safe plate. Microwave for 2 minutes, flip, then cook another 2–3 minutes until tender. Let cool slightly and cut into quarters.
Heat 1 tablespoon olive oil and 1 tablespoon butter in a large skillet over medium heat.
Add shallot and cook for 1 minute, then add garlic and cook for 20–30 seconds.
Stir in remaining olive oil, paprika, garlic powder, onion powder, and red bell pepper. Cook for 3–4 minutes.
Push vegetables aside and add remaining butter and potatoes. Cook for 2–3 minutes until potatoes start to crisp.
Add sliced sausage and cook for 2–4 minutes until heated through and slightly browned.
Stir everything together and season with salt and pepper to taste.
Garnish with fresh parsley and Parmesan cheese if desired.
