Preheat the oven to 350°F (177°C).
Line an 8-inch square baking pan with parchment paper, leaving an overhang for easy removal.
In a food processor or large bowl, combine the flour, ½ cup oats, brown sugar, cinnamon, and salt.
Add the cold butter and pulse or cut it into the flour mixture until coarse crumbs form.
Reserve 1 cup of the crumb mixture in a small bowl and stir in the remaining tablespoon of oats and sliced almonds if using.
Firmly press the remaining crumb mixture into the prepared baking pan.
Bake for 15 minutes.
Remove the crust and increase the oven temperature to 375°F (191°C).
In a large bowl, whisk together the egg, granulated sugar, flour, vanilla extract, almond extract, and lemon zest.
Gently fold in the chopped peaches.
Pour the peach filling evenly over the warm crust.
Sprinkle the reserved crumb topping evenly over the filling.
Bake for 40–42 minutes, or until the topping is lightly golden.
Cool in the pan for 1 hour.
Refrigerate for at least 2 hours until completely chilled.
Whisk together the confectioners' sugar, milk, and vanilla until smooth.
Drizzle the icing over the chilled Peach Pie Crumb Bars.
Slice into squares and serve.
