Preheat your oven to 425°F (220°C).
Cut chicken into bite-sized pieces. Dip each piece into beaten eggs, then coat with panko breadcrumbs.
Place chicken on lined baking sheets. Bake the first tray for 10 minutes until golden and fully cooked.
While baking, prepare broccoli by tossing florets with olive oil, salt, pepper, garlic, and lemon zest.
Remove the first tray of chicken, add broccoli to the oven, then after 5 minutes add the second tray of chicken.
Cook rice according to package instructions.
To make the sauce, combine honey, garlic, soy sauce, water, and ginger in a saucepan over medium heat.
Mix starch with water separately, then add to the sauce. Stir until thickened (2–3 minutes).
Toss baked chicken in the sauce until fully coated.
Assemble your honey garlic chicken bowls with rice, broccoli, and saucy chicken.
