Heat half the olive oil in a skillet over medium-high heat.
Add beef and cook until browned, about 6–8 minutes. Remove and set aside.
In the same pan, add remaining oil, garlic, shallot, and green onions. Cook for 1 minute.
Add broccoli, cover, and cook for 5 minutes until tender.
In a small bowl, mix water and arrowroot starch until smooth.
In another bowl, combine soy sauce, coconut sugar, ginger, and red pepper flakes.
Add starch mixture to the sauce and stir well.
Pour sauce into the pan and cook until thickened, about 3–5 minutes.
Return beef to the pan and toss to coat.
Cook for 2–3 more minutes until everything is heated through.
Serve your Healthy Beef and Broccoli over rice if desired.
