In a bowl, whisk together cornstarch and water, then add chicken broth, soy sauce, honey, sesame oil, and red pepper flakes. Set aside.
Heat 1 tablespoon olive oil in a large skillet or wok over medium-high heat.
Add chicken, season with salt and pepper, and cook for 3–5 minutes until fully cooked. Remove and set aside.
Reduce heat to medium and add remaining oil.
Add broccoli, bell peppers, and carrots. Cook until crisp-tender.
