Add the tapioca starch, garlic powder, chili powder, cumin, smoked paprika, salt, and black pepper to a medium bowl. Mix thoroughly.
Add the cubed chicken and toss until every piece is lightly and evenly coated.
Heat the avocado oil in a large nonstick skillet over medium-high heat. Add the chicken in a single layer, leaving a little space between the pieces.
Cook for about 5–8 minutes without moving the chicken too much, allowing the bottom to become crisp and golden. Flip and cook for another 5–8 minutes, or until golden and the thickest pieces reach an internal temperature of 165°F (74°C).
Meanwhile, whisk the hot sauce, honey, lime juice, garlic, chili powder, onion powder, salt, and pepper together in a large bowl. Reserve approximately 1/4 cup for drizzling.
Transfer the cooked chicken briefly to a paper towel-lined plate or wire rack to remove excess oil.
Add the warm chicken to the remaining sauce and toss until completely coated. This gives the Crispy Buffalo Chicken Bowls their spicy, sticky finish while preserving some of the chicken's crunch.
Divide the jasmine rice among serving bowls. Arrange the celery, carrots, avocado, and buffalo chicken over the rice.
Finish with chopped green onion, reserved buffalo sauce, and optional ranch dressing or crumbled blue cheese. Serve warm.
