In a mixer bowl, combine warm water, honey, and yeast. Let sit for 5 minutes until foamy.
Add melted butter, oregano, thyme, rosemary, and garlic powder. Mix well.
Add 2 cups flour and salt. Mix on low speed for 2 minutes.
Add remaining flour gradually until dough forms and pulls away from the bowl.
Knead on medium speed for 5 minutes until smooth.
Lightly grease the bowl and dough, cover, and let rise for 2 hours until doubled.
Punch down dough and roll into an 18×12-inch rectangle.
Mix butter, garlic, and salt for filling, then spread evenly over dough.
Sprinkle parmesan cheese over the top.
Cut into 12 strips and roll each into spirals (cinnamon roll style).
Place into a greased baking dish and let rise for 30 minutes.
Preheat oven to 350°F (175°C).
Bake Cheesy Garlic Herb Butter Rolls for 28–33 minutes until golden.
Brush with garlic butter topping immediately after baking and serve warm.
