Preheat oven to 350°F (176°C) and line a cupcake pan with liners.
In a bowl, combine flour, baking powder, cinnamon, nutmeg, and salt.
In a large bowl, beat butter, oil, sugar, and brown sugar until light and fluffy.
Add vanilla extract and sour cream; mix well.
Add eggs one at a time, mixing after each addition.
Add half of the dry ingredients and mix until combined.
Pour in milk and mix until smooth.
Add remaining dry ingredients and mix gently.
Fold in chopped apples.
Fill liners 3/4 full and bake for 15–18 minutes.
Cool completely on a wire rack.
