Preheat oven to 220°C (450°F). Line a baking sheet with parchment paper.
In a small bowl, rub lemon zest into the sugar using your fingers until fragrant.
In a large bowl, combine flour, lemon sugar, baking powder, and salt.
Add cold butter pieces and rub into the flour mixture using your hands or a pastry cutter until crumbly.
In a separate bowl, whisk together buttermilk and egg.
Pour wet mixture into dry ingredients and stir gently with a fork until just combined.
Carefully fold in blueberries without crushing them.
Transfer dough onto a heavily floured surface and gently roll into a circle or rectangle.
Cut into biscuits using a cutter or knife.
Place on prepared baking sheet and bake for 10–15 minutes until golden brown.
