Steam the broccoli florets until tender but not mushy. You can microwave in 30-second intervals, stirring between each, until soft.
Transfer the broccoli to a bowl and mash with a fork until broken down but still slightly chunky.
Add mozzarella, panko breadcrumbs, egg, Italian seasoning, salt, and black pepper. Stir until well combined.
Let the mixture rest for 5 minutes so the breadcrumbs absorb moisture.
Scoop about 1 tablespoon of mixture and roll into balls. You should get about 17–18 balls.
Line the air fryer basket with parchment paper if desired. Arrange the balls in a single layer.
Lightly spray the tops with olive oil.
Air fry at 375°F for 10 minutes, or until golden and crispy.
Serve warm with your favorite dipping sauce.
