Cook the beef
In a large skillet over medium heat, cook the ground beef with black pepper. Break up the meat as it cooks until browned, about 5 minutes.
Add the chopped garlic, grated ginger, and Chinese five spice. Cook for another 1 minute until fragrant.
Add the sauce
Pour in the tamari (or soy sauce) and Thai chili sauce. Bring the mixture to a gentle simmer.
Cook for 3–5 minutes until the sauce thickens slightly and coats the beef.
Stir in 2 tablespoons of chopped green onions, then remove the skillet from heat.
Warm the tortillas
Place each tortilla in the microwave for about 15 seconds to soften.
Assemble the rolls
Spoon the cooked beef mixture down the center of each tortilla.
Top with chopped cucumber, cilantro, Thai basil, green onions, and roasted peanuts.
Fold the tortilla over the filling, tuck in the sides, and roll tightly.
Serve
Serve the Thai basil beef rolls warm with chili paste, soy sauce, and toasted sesame oil for dipping.
For a heartier meal, serve alongside steamed rice.
